    If drivers are not legally entitled to drive a company's vehicle then that company's insurance will be invalid. If that driver then has a crash then the company is going to be in big trouble.

    Ignorance is NOT a valid defence.

    Taking a copy of a new employee's driver's licence is not enough. That driver could be using a fake licence or someone else's licence. They could have a medical condition that is mentioned on the licence, but the company doesn't know what the code on the licence means.
